This is why it's recommended to donate your last Spirit Petal, as by then you'll have raised a ton of favor and will get Windy Bee much quicker. It all depends on your "Favor", which can be increased by donating other items to the shrine (Star Jellies/Star Eggs/Star Treats give the most favor). You can't see what your favor is, but the higher the value, the better chance of getting Windy Bee. I have given 105 vials so far and no windy bee. Super annoying.
