All the guides for it online are based on having met the elf lady in act 1, getting the spore ability from eating the magister etc but I missed that part. The four Relics of Rivellon quests were added to the base game (in July of last year, if memory serves), and require no activation. They won't block achievements. XP gains for these quests are intentionally nerfed into oblivion, so they're purely there for the armor sets. You can ignore them if you want. I love getting 25 xp for the quests.
