If you want to mod Fallout 3, TTW is basically the only way to have it anywhere near the level of modding FNV. Basically, when NV came out, the script extender people dropped the one for 3 like a hot potato, left it unfinished, and went to NV where there's now several mods that add hundreds of new script functions that 3 lacks.
